Okay, everyone seems to be confused on this process so i'm going to lay it out step by step.
I've created a list of all players this year with expiring contracts (or options) on your team.
Some players that have played 4 years in the MLB and have outgrown their prospect protection, or had ARB on them when we started the league for this year, will undergo arbitration. All players that have ARB next to their name on the list I created are eligible for ARB.
Here's how it works.
There's a ranking system in the rules. For example, players ranked 1-25 will receive a 6m raise. Also, players ranked 250+ will get a 500k raise. I also sent you a pm with the list of rankings, but they're also in the rules if you deleted the PM. Yet here's the link again for the rankings.
Ranked 1-25 they will get a 6M raise
Ranked 26-50 they will get a 5M raise
Ranked 51-100 They will get a 4M raise
Ranked 101- 200 they will get a 2M raise
Ranked 201- 250 they will get a 1M raise
Ranked 250+ they will get a 500K raise

Okay, so you select a player. Let's take Clayton Kershaw who's undergoing ARB this year. He has a contract of... i don't know what it is but say it was 6.3m. He's ranked in the top 25 so he gets a 6m raise per year that you want to keep him. You allowed to resign a ARB eligible player for up to 3 more years. So if you wanted him all three years, his contract would be this.
Clayton Kershaw reaches ARB with a conract of 6.3m.
New contract:
2012: 12.3m (increases by 6m)
2013: 18.3m (increases by 6m)
2014: 24.3m (increases by 6m)
You can do this to all your players that have ARB after the comma after them. After they go through their ARB contracts, they will reach FA. Which brings me to the next topic.
Franchise Tags:
Now, each team gets ONE franchise tag EACH year. For example, Albert Pujols has an expiring contract of 16m. According to the rankings in the rules...
Ranked 1-25 --> 25M Annual salary
Ranked 26-50 --> 20M Annual salary
Ranked 51-75 --> 15M Annual salary
Ranked 76-100 --> 10M Annual Salary
Ranked 101-200 --> 5M Annual Salary
Ranked 200-250--> 3M Annual Salary
Ranked 250+--> 500k Annual Salary/If injured in previous year and would be in the top 300: 1M Annual Salary.

I didn't check, but say Pujols was in the top 1-25 again. He would receive an annual contract of 25M which I believe can last from 1 to 5 years. So his contract would be.
2012: 25m
2013: 25m
2014: 25m
2015: 25m (say you don't wanna keep him the full 5 years)
Then he would be a free agent again and you could give him the franchise again if you wish.
Now, restriction tags.
Each team gets 2 restriction tags.
Restriction tags allow your 2 players to be placed in the free agency pool, but at the end of the bidding. You have the option to match the highest bid and keep your player.
Say Orioles let Pujols go into free agency. And... I bid 35m for 4 years on him. I win the bid as the 48 hours limit is done. Orioles has the option to take or leave pujols for 35m for 4 years.
Now, I don't have time to make it more elaborate, but I hope that makes sense for you guys.
