Up to now, our league has allowed players to move players from minors to major and back freely, without penalty. However, I think we should institute some sort of system where you can't just stash players in the minor indefinitely.
In the MLB, a player removed from the 40-man roster must clear waivers before being he can be put onto MiLB rosters. This might be a little too strict for fantasy because we need not only players, but active players. So, I propose tweaking the rules a bit and requiring players with less than 100 MLB ABs/50 MLB IPs (in a single season) to be exempt from being waived. However, players who have more than 100 MLB ABs/50 IPs would need to clear waivers before being demoted.
Why this is important: Teams can still have a lot of MLB ready prospects, but if you ever want to use one during the season you'd need to call him up. Once you call him up, you can't just send him back down again (unless this player clears waivers).
This will make teams think twice about calling up players just because they're in the MLB and teams will be able to recall players only if they're willing to give them a 40-man roster spot.

I understand the need for the rule, but I think you make it a bit more simplistic. A player ML or MiL is under contract and/or control so we as GM's should not lose that under ANY circumstances. Having said that though I do beleive that if a MiL player crosses the threshold of ML status then he can not be sent back down to the minors period. This would stop the sandbagging of prospects.

Hey, I'm thinking just ditch the 40-man roster idea. I never really like it. everyone good with that?

I like the 40-man. Makes it more of a challenge, like being a real GM. We should use the 40-man system, and add some not so strict system to it.

Well, that's what we were trying to do last year, but it takes way to much work on the commissioner's part because of all the stuff you have to keep track of.
