The sign-and-trade with cap coverage thing has bugged me about our league for years. This is not a major change, but one that I think would help limit the long-term cap coverage details for significantly altering team's cap space in the future. Cap coverage is a part of our league and seems to just be how things are, but this could help.
I would propose the following:
Teams may cover:
75% of a player's salary in the current season 50% in the coming season 25% in all seasons 2 years or more removed from the current season
Thoughts?

Personally I don't see the issue with the cap coverage. It's an extra tool that helps rebuilding teams get better picks or specs for high cap players. The league as a whole have done a better job of dropping vetoes when cap coverage has been out of whack.

As Kyle said, I think limiting cap coverage limits a tool that the rebuilders have at their disposals. We are never going to have 30 teams realistically competing in any one season, so give rebuilders something to use to their advantage.
