Part of what has been kicked around in the Discord is updating rookie limits to allow for players to reach free agency and scoring players on rosters faster. To address this I propose the following rule change to commence with 2024-2025 roster decisions following the 2024 season:
Old rule wording - Players in free agency include: unowned players who have had 130 AB or 50 IP, 10 GS, or 20 RA in a season and players who did not receive a team extension, had their team option declined, or were declined arbitration by their teams going into the off-season.
Updated rule wording - Players in free agency include: unowned players who have reached 130 AB or 50 IP, 10 GS, or 20 RA and players who did not receive a team extension, had their team option declined, or were declined arbitration by their teams going into the off-season.
Long term, I believe this simplifies our offseason roster update and free agency process. It allows for a more simplified look at the player's eligibility simply by inspecting their Baseball Reference page in the topline career summary. These are the thresholds that MLB uses in rookie status, so the rule change would align us with their rookie limits as well.
There are two barriers to this, which would need to be addressed in my opinion (i.e. the Dustin May considerations):
1. Players who have not reached rookie limits under the current system but would have under the new system - This proposal would suggest that all players who have reached these limits at the end of the 2024 season would advance into year 2/7 in the year end roster update. I think that this is the appropriate treatment.
2. Help, my player reached these limits then immediately got hurt and missed the rest of the season! - If a player on your roster in Years 1-3 is injured and misses more than 50% of their MLB team's games due to this injury, then we introduce the idea of an injury waiver.
Example (year 1) - Player A is called up to play at the MLB level from their minor league affiliates and reaches 130 at bats. They tear their hamstring running to 1st and miss the remainder of the season. This player would hit rookie limits and advance to 2/7 at the end of year 1.
Example (year 2) - Player A's injury rehab results in them missing the majority of a calendar year and they miss more than 50% of the following season due to injuries. The player would not advance past 2/7 at the end of year 2, so the BK team retains an additional year of control on the player.
Feel free to debate the proposal or outright reject it, I just propose it in the terms of long-term simplification. It will make the process of turning rosters and getting active players into lineups a simpler process.
As a reminder we ratified the following, with this being proposed on 6/18/2024, voting remains open until 7/10/2024:
A league proposal becomes official with either:
A) A 75% majority of the vote 21 days after the proposal was posted to Proboards, or
B) 16 votes approving the proposal
