I'm becoming more and more active in the league and as I was compiling a list of rosters I've come to realize just how much of a gap there is between the have's and have-not's. Most of the differences are due to varying levels of activity. And while it's easy to say "tough luck", it seriously affects the balance of the league and when teams change hands, the new owners could be at a serious disadvantage... some might not even wish to take a team over due to the situation they're in.
So, I think we need to rework the system a little bit, especially for the way MiLB free agency works. Currently, players are a put into the FA section of the league, which is fine except that I've noticed that only 10 or so teams have ever signed players this way. More than half the league's managers have never signed a prospect. In the future and with the help of google docs, I think we should have a minor league FA only during a certain portion of the season (maybe concurrently with the draft) so that everyone knows exactly when it'll be. Since these guys aren't going to accumulate stats anyway, there's really no rush to get them onto a team.
Alternatively, we could have a draft of top minor league talent currently not in a system. Seems to me that it'd be the most fair thing to do.
Secondly, I think MiLB players shouldn't be released without penalty as they currently are. Guys have signed some MiLB players to contracts of $6M or more, and under the current system all they have to do is released them and 100% of that contract is gone. Basically, it's a risk free investment. I understand the reason for why we allow risk free release of MiLB players, but I think that should only be for guys who are signed to a minimum (basically inhereted spects) and not guys who an owner chose to sign.
Lastly, before we have any sort of MiLB re-draft or FA process, we should have an activity check to make sure that owners who are supposed to be drafting are active.
